Key Takeaways:
- Developing a real estate app in the UAE costs between AED 75,000 for an MVP and AED 1.1 million+ for an end-to-end solution.
- Between AED 150,000 and AED 400,000, an end-to-end solution includes agent apps, a CRM, and two integrations to the DLD.
- An API Gateway from the DLD costs AED 30,000 + 5% VAT per year, per API.
- A RERA-compliant app lets clients validate their Trakheesi permits and shows the Madmoun QR code.
- An app used for off-plan sales must direct client payments to escrow accounts as per Dubai Law no. 8 of 2007.
- Map calls, WhatsApp templates, gateway fees and UAE cloud hosting are unexpected costs that many quotes don’t include.
- A portal similar to Bayut or Property Finder costs between AED 1.1 million and AED 2.5 million to develop.
- Annual maintenance costs 15% to 20% of the build cost, or between AED 60,000 and AED 80,000 for an AED 400,000 solution.
- For an MVP, AI can be pushed to phase 2, keeping costs low.
Costs of real estate app development in the UAE range from AED 75,000 to build an MVP to AED 1.1 million and up. As of 2025, the Dubai Media Office reported AED 917 billion in real estate app development figures in Dubai for the year, and the first quarter of 2026 added another AED 252 billion. This is a 31% increase from the year prior, according to the Dubai Land Department.
Financial backing at this level fuels the development of new real estate apps. Many, however, stall at compliance. One example is a recent DLD directive stating an advertisement without a valid Trakheesi permit is in violation and subject to a fine of AED 50,000.
Estimates for the cost to build a real estate app in Dubai are available. DLD Gateway fees, UAE Pass onboarding, and Arabic layouts are costs that are typically not included in an estimate.
All RERA-compliant real estate apps have two lines in their budgets. One line is for the development costs, and the other is for recurring government fees for the cloud and messaging. These costs are incurred post-launch.
Costs for real estate app development in Dubai are aligned with DLD fee schedules and vendor rates. Similar rates for Abu Dhabi are available via ADREC. Teams pricing the cost to develop a real estate app like Bayut or Property Finder in the UAE get a benchmark, as well.
What is a RERA-ready budget? A RERA-ready budget price in compliance work before the first sprint. It includes permit checks, broker license display, escrow-safe payments, UAE Pass login and PDPL controls.

The mobile app development cost in Dubai across industries varies depending on app complexity, features, design requirements, and industry-specific functionalities.
| Tier | What you get | Build time | Build cost (AED) | Year-one running cost (AED) |
|---|---|---|---|---|
| MVP | One buyer or agent app, admin panel, Arabic and English UI, listings, map search, Trakheesi check | 10–14 weeks | 75,000–150,000 | 55,000–85,000 |
| Mid-range | Buyer and agent apps, CRM, UAE Pass, Trakheesi and Ejari APIs, card payments, WhatsApp alerts | 4–6 months | 150,000–400,000 | 130,000–250,000 |
| Enterprise | Portal or developer ecosystem, 3+ DLD APIs, Oqood and escrow flows, AI valuation, analytics | 7–12 months | 400,000–1,100,000+ | 300,000–600,000+ |
Running costs include DLD API fees at AED 31,500 per API, UAE-region hosting, maps, messaging, and 15-20% maintenance.
Build costs include discovery, design, development, integrations, testing and launch. Running costs are renewable every year and increase with the number of listings, users and messages.
For context, Clutch places the average app development project at approximately AED 333,400. The majority of the projects on its platform range from AED 36,700 to AED 183,600. Property apps, however, are above that midpoint when considering DLD integrations and Arabic layouts.

What Makes Real Estate App Development in the UAE Different From Other Markets?
UAE property apps integrate with a regulator within the data flow. All adverts must have a DLD issued Trakheesi permit, and the DLD’s AI platform will scan portal listings for infractions.
The DLD’s AI Platform was launched at GITEX 2024. According to the DLD, the platform had monitored over 279,000 ads on Property Finder, Dubizzle and Bayut and amended 29% of them, by April 2025. Any listing engines that do not have permit logic will be caught in the platform’s scan.
Off-plan sales have also shaped the product. In H1 2026, off-plan sales made up 58,840 of about 86,000 sales, close to 68% by volume (Emirates 24|7, citing DLD data). Each sale is coupled with an Oqood registration and a project’s escrow account.
Purchasers are mainly based abroad. Foreign investment hit AED 148.35 billion in Q1 2026, per the DLD. Apps have to integrate remote KYC, and support multiple currencies, in addition to providing viewing slots across time zones.
Data comes at a cost. The DLD charges AED 30,000 per service per year for its APIs. Budgets copied from open data markets miss this line.
Similar names cause scoping errors. Dubai’s Madmoun is the QR code permitted ads. Abu Dhabi’s Madhmoun is ADREC government listing platform which was launched in October 2024.
Payment methods are also changing. While tenants still use post dated cheques for rent, the Flexi Rent 2026 scheme, along with direct debits and Aani, push tenants to pay rent digitally.
What Drives the Cost to Build a Real Estate App in Dubai?
There are eight major factors that affect the cost to build a real estate app in Dubai. The most influential are the number of apps and the level of integration with the government. Where the development team is based affects the hourly rate.
Number of Apps and User Roles
More apps mean more screens, permission levels, and test cases. Our main app is joined by agent and admin apps, while developer and landlord roles add separate apps.
Native or Cross-Platform Build
iOS and Android apps can each be built in Swift and Kotlin, requiring twice the front-end work. A cross-platform framework like Flutter or React Native could be used to build the listing and CRM apps and cover the two platforms.
Arabic Right-to-Left Design
We’ve implemented AR-based search, mirrored layouts, and a typography editor to adapt for Arabic. Moderation for bilingual listing content is also provided.
Government Integrations
Each DLD API adds effort and cost to the build and comes with a yearly fee. Other integrations with government entities for Ejari, Oqood, Trakheesi and Mollak also add effort and cost.
Listing Data Quality
Importing 20,000 legacy listings with missing permit numbers is costly. Cleaning that data first can mitigate that cost.
AI Scope
There are 3 current areas of heavy AI investment: Valuation, Lead Scoring, and Chatbots. All 3 need training data, monitoring, and retraining. A model trained on ‘thin data’ is expensive and yields sub-par results.
Security and PDPL Controls
Emirates ID, Passports, and Title Deeds, qualify as sensitive data. Other controls such as encryption, audit logs, and penetration tests increase development costs by 8% - 12%.
Timeline Compression
Cutting a development timeline in half requires more developers working in parallel and better coordination. Based on our data, expect a 20% to 30% premium for compressed delivery.
Local vs Offshore vs Hybrid Teams
Hourly rates determine how far a budget stretches. Onshore teams are more expensive, but they are aware of the processes and regulations under the RERA framework. Offshore teams are cheaper, but they need a local lead for making decisions relating to compliance.
| Model | Hourly rate (AED) | RERA and DLD familiarity | Best for |
|---|---|---|---|
| UAE onshore agency | 220–240 | High | Enterprise compliance builds |
| Hybrid (UAE lead, offshore delivery) | 110–180 | High at lead level | Mid-range platforms |
| Offshore or freelancer | 92–180 (Clutch) | Low | Modules outside regulation |
Most mid-range builds utilize a hybrid model. A lead in the UAE has DLD access and UAE Pass onboarding, as well as, answers to regulator questions, and in this case, time zone spanning delivery.
Recommended Tech Stack
| Layer | Choice | Why it fits the UAE |
|---|---|---|
| Mobile | Flutter or React Native | One codebase with full right-to-left support |
| Backend | Node.js (NestJS) or Laravel | Mature API tooling for DLD integrations |
| Database | PostgreSQL with PostGIS | Geo queries for map search and community boundaries |
| Search | OpenSearch with Arabic analyzer | Arabic stemming and bilingual relevance |
| Identity | UAE Pass (OpenID Connect) | Government-grade login for 11M+ users |
| Cloud | AWS Middle East (UAE) or Azure UAE North | In-country data residency |
| Maps | Google Maps or Mapbox | Arabic labels and geocoding |
Property apps are moderately expensive when looked at in the context of mobile app development costs in Dubai across different industries.
Property App Development Cost in UAE by App Type
The real estate app development cost in UAE depends on the type of app. Broker apps cost about AED 90,000, while Bayut-style listing portals cost about AED 450,000.
| App type | Core scope | Build cost (AED) | Timeline | Main integrations |
|---|---|---|---|---|
| Broker or agency app | Listings, lead inbox, permit check, WhatsApp handoff | 90,000–220,000 | 3–5 months | Trakheesi, Dubai Brokers API |
| Listing portal (Bayut-style) | Multi-agency supply, map search, featured listings, agent subscriptions | 450,000–1,100,000+ | 7–12 months | Trakheesi, Madmoun QR, Madhmoun |
| Developer off-plan sales app | Inventory, payment plans, SPA tracking, construction updates | 250,000–650,000 | 5–9 months | Oqood, escrow (TAS) |
| Tenant and property management app | Ejari, rent collection, maintenance tickets, service charges | 150,000–400,000 | 4–7 months | Ejari, Mollak, direct debit |
| Real estate CRM | Pipeline, lead scoring, broker performance, commissions | 120,000–350,000 | 3–6 months | Brokers API, WhatsApp, portal lead feeds |
Broker and Agency App
Brokerages need their leads in one inbox and listings that adhere to permit rules. An all-in-one broker app includes listing management, Trakheesi verification, WhatsApp handoff, and performance tracking. Budget between AED 90,000 and 220,000.
Bayut-Style Listing Portal
Aggregating hundreds of brokerages’ listings requires permit and supply automation. Other features include agent subscriptions, highlighted listings, and map search. Expect a similar cost (AED 150,000 - 400,000) for property marketplace app builds scoped by UAE brokers.
Off-Plan Sales App (Dev App)
Developers sell off-plan and from floor plans. An app to manage this requires automation of sales inventory and payment plans, as well as construction updates. The app should also track SPAs and Oqoods, and integrate payments from escrow accounts. Expect a budget of AED 250,000 - 650,000.
Tenant and Property Management App (Landlords and Managers)
Ejari renewals, rent collections, and maintenance requests are some of the features needed for this app. Other features are service charge trackers and Mollak links for jointly owned buildings. Expect the real estate app development cost in Dubai to be between AED 150,000 and 400,000.
Real Estate CRM
The cost of developing a Real Estate CRM system is around AED 120,000 to 350,000. It will include pipelines, lead scoring, commission tracking, lead feeds via portal, and verification of broker licenses. Groups with multiple brands will usually integrate it into a larger enterprise software development for UAE property groups.
Real Estate App Features in UAE and What Each One Costs
Each feature in the UAE property app costs between AED 6,000 and 90,000. The most expensive modules are Compliance and Admin because they tap into the DLD data.
| Feature | UAE-specific scope | Cost (AED) |
|---|---|---|
| Search filters | Arabic and English fields, community names, permit status, off-plan or ready | 12,000–30,000 |
| Map search | Clustering, commute time, community boundaries | 15,000–40,000 + API bills |
| Mortgage calculator | Central Bank loan-to-value caps, 4% DLD transfer fee | 6,000–15,000 |
| Chat and WhatsApp handoff | Masked numbers, message templates | 15,000–45,000 |
| Virtual property tours | 360° embeds, video, floor plans | 10,000–60,000 + production |
| Admin panel | Moderation, permit-expiry alerts, agent verification | 30,000–90,000 |
| Analytics | Lead sources, listing performance, market overlays | 20,000–70,000 |
| Compliance module | Trakheesi validation, BRN and ORN display, audit log | 25,000–70,000 + AED 31,500 per API per year |
| UAE Pass login | Login, staging assessment, profile data | 10,000–55,000 |
Map search and virtual tours continue billing after their launch. The smaller of the two build costs is what Google Maps calls and tour hosting grows with traffic.
Which Features Each User Type Needs First?
| User | Launch features | Phase-two features |
|---|---|---|
| Buyers and tenants | Search, map, saved alerts, verified badges | AI matching, virtual tours |
| Agents | Lead inbox, permit checks, listing tools | AI lead scoring, CRM analytics |
| Developers | Inventory, payment plans, Oqood status | Tokenized sales, demand forecasts |
| Landlords | Ejari, rent collection, tickets | Direct debit, service-charge reports |
Persona-first scoping is efficient for MVP development. A buyer-first MVP and agent-first MVP can share a backend while varying on every screen.
What Does a RERA-Compliant Real Estate App Budget Include?
A real estate app must comply with several requirements set by RERA. These include display of various government IDs such as TRAKHEESI, BRN and ORN. It also includes linking Ejari or Oqood, escrow payments, UAE Pass and PDPL. The approximate real estate app development cost Dubai is between 60,000 to 250,000 AED, in addition to 31,500 AED per year, for DLD API.
Trakheesi Permit Check on Every Listing
Trakheesi is the DLD system that gives out real estate ad permits. Every real estate ad in Dubai is supposed to have a valid permit number, be it on a website or social media.
A regular permit costs 1000 AED, plus a 20 AED fee. An event permit costs 5020 AED, and the processing time is one work day, per the DLD ad permit page.
Before a listing goes live, Trakheesi permit validation happens in the app. The backend calls the Trakheesi API to verify the permit is linked to the unit and broker, and then publish the listing.
A nightly job re-checks permits and pulls the expired listings. Each listing has a Madmoun QR code. DLD treated that QR code as mandatory in February 2024, and fined 30 firms 50,000 AED each (DLD).
Permit classes impact the data model. In EGSH, Primary Project and Permits and Secondary Projects and Permits were added in April 2024, with a cost of 20,000-60,000 AED for each class.
Broker Registration Numbers (BRN and ORN) Shown on Listings
The BRN identifies an individual broker registered with RERA. An ORN identifies the licensed brokerage office. Both appear with a permit number, next to listings and agent profiles.
Validation is done through the Dubai Brokers API, which checks the status of the broker card prior to publication of the profile. As of the end of 2025, there were 32,294 registered brokers in Dubai across 9,785 offices (DLD).
New broker registrations reached 13,083 in 2025, about 250 a week. At this rate, license data becomes stale quickly. Plan to spend between AED 8,000 - 20,000 for checks and displays.
Ejari Tenancy and Oqood Off-Plan Integrations
Ejari registers all tenancy contracts in Dubai. You can register contracts through the Dubai REST app for 177.75 AED, or for 220 AED at a trustee center (DLD).
Ejari integration enables property management apps to issue, renew and cancel tenancy contracts without data entry. You need a trade licence, with software as the business activity and a connection to a RERA-registered management company.
High volume warrants the investment. Pixbit reports 118,385 new Ejari registrations and 135,607 renewals in Q1 2026.
Oqood registers off-plan sales and a first sale fee of 4% of the sale price, 2% each charged to the buyer and seller, plus 20 AED (DLD). Self-registration of a developer on the portal costs 1,000 AED.
On 3 September 2026, the DLD launched its Initial Registration platform, reported in the press as Oqood 2.0. It integrates the registration of projects, sales and escrow, with AI to read IDs and SPAs, and Dubai Media Office reports the use of Artificial Intelligence to create a signature.
Off-plan apps should plan their data models to integrate these in the future. Ejari integration costs 20,000 to 60,000 AED and Oqood integration costs 50,000 to 120,000 AED.
Escrow Rules for Off-Plan Payments
Dubai Law No. 8 of 2007 deals with escrow accounts for real estate development. Buyer money for off-plan units must be deposited in a project escrow account by a registered escrow agent.
Three articles constitute the app. Article 5 prohibits off-plan advertising in the absence of the written approval of the DLD. In Article 14, 5% of the money is to remain in escrow for at least one year from the date of registration of the unit.
Article 16 stipulates a jail term and a fine not less than AED 100,000 for violation. An ‘installment’ button that directs to the developer’s operating account becomes a legal problem, regardless of how the button is presented.
Payment flows, therefore, require the references of escrows, bank confirmations, and lock receipts to the unit. The DLD’s Oqood TAS Bank Integration and Trust Account Bulk Inflow APIs integrate the banks and developers. Escrow-related payment flows cost AED 50,000 to AED 120,000 to set up.
UAE Pass Login
UAE Pass is the nation’s digital identity, with more than 11 million users (TDRA). It allows buyers, landlords, and agents to use the system with their own verified accounts and digital signatures.
Other apps are developed through the UAE Pass portal by providing their Trade License, answering feature questions, and providing workflow and UI designs.
Next, an assessment determines production and staging credentials are issued (UAE PASS docs). No public fees are mentioned. Develop cost is between AED 10,000 for basic login and AED 55,000 for signing and profile data flow features.
UAE PDPL Data Protection
Federal Decree-Law No. 45 of 2021 (UAE PDPL) adopts a data subject rights framework that has yet to come into force in the UAE. Executive Regulations defining penalty amounts for violating UAE PDPL remain unissued (Chambers).
Other laws already mandate data subject rights in the UAE. Article 13 of Federal Law No. 5 of 2012 on Cybercrimes provides for a fine between AED 50,000 and 500,000 for unlawful processing of personal data. (DLA Piper).
Mortgage-related apps in the UAE may hold a copy of Emirates ID, Passport, Title Deeds, and Salary Certificates. Consent, Access, Encryption at Rest, and Data-Subject Request tools should be released in the first version of the app.
The estimated property app development costs is AED 20,000-60,000. Teams involved in the development of PDPL-compliant apps in the UAE should perform a discovery to assess whether each data field is justified by a lawful basis.
UAE Government Integration Costs at a Glance
Building each integration costs a certain amount, and using an integration incurs an annual cost and an access gate. Access gates can take a while to implement.
| Integration | Build (AED) | Yearly fee (AED) | Access requirement |
|---|---|---|---|
| Trakheesi API | 20,000–60,000 | 31,500 | Dubai trade licence with IT activity |
| Dubai Brokers API | 20,000–50,000 | 31,500 | Dubai trade licence with IT activity |
| Ejari API | 20,000–60,000 | 31,500 | Trade licence plus management company link |
| Oqood or TAS | 50,000–120,000 | 31,500 per API | Registered developer or bank |
| Mollak | 50,000–120,000 | 31,500 | Accredited Software Vendor status |
| UAE Pass | 10,000–55,000 | None published | UAE trade licence, staging assessment |
Yearly fees: DLD API Gateway.
A mid-range app with Trakheesi and Ejari integration costs around AED 63,000 per year in API fees alone. An off-plan platform using four DLD services costs around AED 126,000 per year. This data should be provided by any real estate app development company in Dubai to be on the shortlist.

Compliance Costs and the Price of Getting It Wrong
In the UAE property market, violations will cost you. AED 50,000 is the start of the fines for advertising. The breach of an escrow can land you in jail.
Fines That Shape the Budget
| Rule | Penalty (AED) | Source |
|---|---|---|
| Ad with no permit, an expired permit, or a changed permit number | From 50,000, rising with repeats; licence cancellation possible | DLD |
| Off-plan escrow breach | Jail plus at least 100,000 | Law No. 8 of 2007, Article 16 |
| Unlawful processing of personal data | 50,000–500,000 | Cybercrime Law, Article 13 |
| DIFC data protection breach | 36,725–367,250 | DIFC Law No. 5 of 2020 |
Repeat violations increase the fine. Repeated advertising violations can result in the cancellation of the business license and the closure of the company behind the app.
These numbers are approximately equal to build costs. A module to validate Trakheesi costs between AED 20,000 and AED 60,000, about the price of a single fine.
Dubai vs Abu Dhabi Rules
Abi Dabi separates its region through ADREC. Listings require a DARI permit with owner consent which can be verified through Madhmoun. Only three brokers are permitted to advertise one unit.
| Rule | Dubai | Abu Dhabi |
|---|---|---|
| Regulator | RERA, DLD | ADREC |
| Listing permit | Trakheesi permit + Madhmoun QR code | DARI permit checked on Madhmoun |
| Permit fees | AED 1,020 standard | Rental AED 50–115; sale AED 125–250; off-plan AED 25,000 per project per broker |
| Tenancy registration | Ejari | Tawtheeq |
| Broker cap per unit | Not published by DLD | 3 brokers |
The guidelines were strict. Abu Dhabi properties listed on Property Finder, Bayut and Dubizzle fell from around 75,000 to around 20,000 after the rules came into effect (Khaleej Times). ADGM came under the same rules on 21 August 2025.
Our app development teams in Abu Dhabi are building DARI permit logic as a separate rules module.
Security and PDPL Handling for Owner Data
Owner and tenant records contain identity documents, bank details and property values. Field-level encryption and role-based access limit exposure in the event of a data breach. Masked phone numbers will not enable anyone to contact the individual.
DIFC-registered entities also fall within the purview of DIFC Data Protection Law No. 5 of 2020. ADGM’s regulations set limits on fines around AED 102.8 million, according to Chambers.
Hidden Expenses That Push Real Estate App Development Cost Dubai Budgets Up
Excluded from most build quotes are nine recurring costs. In the first year of a mid-range app they add between AED 130,000 to 250,000.
DLD API Yearly Fee
Dubai Land Department (DLD) charges AED 30,000 (plus 5% VAT) a year for each API, and includes one year of support (DLD). Three APIs equal AED 94,500 a year. You incur the fee regardless of listing volume.
Google Maps API Billing at Scale
Google removed its monthly credits and replaced them with product-specific free usage capping on March 1, 2025 (Google). Essentials products get 10,000 free map loads a month, Pro products get 5,000, and Enterprise products get 1,000. Dynamic Maps cost about AED 25.71 for 1,000 loads. Text Search Pro costs about AED 117.52 for 1,000 requests (Google pricing).
A portal with 100,000 map loads and 100,000 text searches a month costs about AED 13,480. Over a year, that comes to AED 161,700. Static Maps on listing cards cost about AED 7.35 for 1,000 loads.
Payment Gateway Fees
Telr’s UAE plans charge 2.25% to 2.45% plus AED 0.50 to 1 per transaction, plus VAT. Stripe charges 2.9% plus AED 1 for UAE transactions. Network International and Checkout.com charge on request. Card fees on rent add up quickly. A 2.25% fee on AED 120,000 of annual rent is AED 2,700 per lease, and someone has to absorb it.
Arabic Right-to-Left Design and Bilingual Content
There are a lot of other considerations beyond translation. Layouts must be mirrored, icons flipped, number formats change, and search must support Arabic word roots.
Listing descriptions require Arabic versions and moderation for both languages. Adding bilingual RTL content likely adds 15% to 25% to design and front-end costs, or AED 9,000 to 15,000 to a total UI budget of AED 60,000.
Hosting in UAE Cloud Regions for Data Residency
In August 2022, AWS launched its Middle East (UAE) region with 3 Availability Zones (Amazon). In June 2019, Microsoft launched its Azure UAE North and UAE Central regions. Google has no UAE region. The UAE has mandatory localisation only for health data, according to Chambers. Banks, Developers and government partners, during vendor reviews, request in-country hosting.
We estimate a basic MVP hosted in the UAE costs between AED 1,000 and 2,500 per month. More advanced enterprise-level solutions can run between AED 8,000 and 25,000 per month.
360° Tour Production
After the scan of a space is processed and uploaded, it incurs a storage cost and a subscription cost for hosting. Roughly AED 500 to 1,500 per scan puts the capture costs of a 12-unit layout tower at AED 6,000 to 18,000. Video drives up cloud data transfer costs with every view.
WhatsApp Business API Message Fees
On 1 July 2022, Meta began charging per WhatsApp message and added AED billing in April 2022 (Meta). Currently, marketing messages cost around AED 0.212 and utility messages cost around AED 0.058 (SleekFlow).
Sending 40,000 marketing messages a month would cost around AED 8,480. There is no charge for free-form messages in the 24-hour customer service window. Reseller platforms charge their own monthly fees on top.
Security Audits
Penetration testing should happen prior to launch and after major releases. We estimate the cost for a vulnerability assessment and penetration test (VAPT) to be between AED 15,000 and 60,000 per round.
Buyers looking to purchase our product at the enterprise level often request that our app integrations include controls aligned with ISO 27001. The penetration testing frameworks followed by UAE fintech apps, provide a good point of reference for payment apps in the UAE property sector.
9. Yearly Maintenance (About 15–20% of the Build Cost)
Maintenance refers to OS updates, bug and security fixes, and API version changes. This costs 15-20% of the build cost per year.
Regulation involves a UAE layer. Primary Unit’s permits arrived in April 2024, and the Initial Registration platform in September 2026. All touched App Logic. Fees are low. Apple charges about AED 364 per year and Google Play about AED 92 once.

How Do Payment Integrations Change a Property App Budget?
Payment integration adds between AED 15,000 and 120,000 to a property app, depending on the flow. Card checkout is the least expensive; escrow-linked off-plan instalments are the most expensive.
From Rent Cheques to Digital Payments
Post-dated cheques have historically been the norm for rent payments in Dubai. In July 2022, the DLD and Emirates NBD announced the launch of a direct debit facility through the Central Bank’s UAEDDS system (Dubai Media Office).
In February 2026, Gulf News reported that Ejari integrated the UAEDDS. In June 2026, the DLD launched Flexi-Rent with 12 partner firms. Through the partner firms, tenants have the option to pay rent on a monthly or quarterly basis.
AEP reported in April 2026 that Aani, the Central Bank’s instant payment app, had 12.5 million users. Integrating direct debit and scheduling instalment payments costs between AED 30,000 and 80,000.
Off-Plan Instalment Plans and Escrow Flows
With off-plan purchases, buyers pay in several instalments tied to construction progress. The app generates instalment schedules, sends reminders, and collects and reconciles instalment payments with the bank.
There are a myriad of edge cases that complicate the problem. Escrow-linked instalment engines cost between AED 50,000 and 120,000. Some teams choose to split off this more fintech-adjacent logic from the property app.
Local Gateways Compared
| Gateway | Published pricing | Fit |
|---|---|---|
| Network International (N-Genius) | Quote on request | Large merchants, bank-grade acquiring |
| Telr | 2.25%–2.45% + AED 0.50–1; plans AED 0–249 a month + VAT | Brokerages and SMEs |
| Checkout.com | Quote on request | High-volume portals, multi-currency |
| Stripe | 2.9% + AED 1; +1% on international cards | Startups and subscriptions |
Card checkout costs AED 15,000 to 35,000 to integrate.
How Much Do AI Features Add to a Proptech App in the UAE?
AI adds AED 35,000 to 250,000 per feature to a Proptech App Development in UAE. The most expensive models are valuation models that require clean DLD transaction history and monthly retraining.
AI Property Valuation App Trained on DLD Transaction Data
An AI property valuation app uses recent sales and other attributes to predict a price and captures community-level trends to adjust for neighboring community effects. Dubai’s DLD has used AI in their own smart valuation since 2020, which reduced the valuation process from up to 3 days to 15 seconds (DLD).
Private models are trained on DLD transaction data, listing history, and other building data. The models’ accuracy is measured by median error for a community and are then benchmarked against neighboring communities.
Estimates lose fidelity over time, so retraining is required every month to maintain accuracy. The cost to develop and maintain the app falls between AED 80,000 to 250,000, plus cloud computing.
Buyer expectations have also changed. In October 2025, the DLD launched an Investor AI Assistant built on Google Gemini (DLD).
AI Lead Scoring
Lead scoring gauges the likelihood of closing an opportunity, and in real estate, factors such as the lead’s budget, the speed of their response, what they’ve viewed, and how they’ve come to you (e.g. via a specific portal).
Reliable scores typically take 6-12 months of data from the CRM, at a cost of between AED 40,000 and AED 120,000. Dubai brokers earned a total of AED 13.59 billion in commissions in 2025, per the DLD. Better ranking moves agent time toward the deals that pay.
Bilingual Chatbot
Around the clock, a chatbot in Arabic and English fields listing questions, sets up viewings, and qualifies leads. Because it is tied to live listings, it won’t falsely quote prices, or give info on unpermitted units.
The cost to build is between AED 35,000 and AED 150,000, with additional monthly costs for AI usage, and conversations. Bilingual AI chatbot development in Dubai also handles Gulf dialects.
The DLD’s Property Tokenization Pilot
The DLD launched the first tokenized real estate project in the region on 25 May 2025 with Prypco Mint (DLD) with a minimum investment of AED 2,000. Investors had to be UAE nationals and pay in AED.
By 2033, the DLD aims to tokenize up to 7% of the UAE property market, worth an estimated AED 60 billion. Phase two of the project opened secondary trading on 20 February 2026, after phase one tokenized 10 properties valued at approximately AED 18.4 million (Ctrl Alt).
The DLD’s API Gateway lists a Token Sale API. Prypco Mint operates within the purview of VARA, and most apps integrate with licensed platforms, which cost between AED 150,000 and 400,000.

Developing an MVP (Minimum Viable Product) in real estate in Dubai takes between 10 to 14 weeks. Developing enterprise platforms takes between 7 to 12 months. Development costs roughly half the budget.
| Phase | Weeks | Budget share | AED (on a AED 300,000 build) |
|---|---|---|---|
| Discovery and compliance mapping | 2–3 | 8% | 24,000 |
| Regulatory onboarding (DLD, UAE Pass) | 4–10, in parallel | Mostly time, little spend | n/a |
| Arabic and English UX/UI | 3–5 | 14% | 42,000 |
| Development | 10–14 | 50% | 150,000 |
| Integrations and QA | 4–6 | 20% | 60,000 |
| Launch and support after launch | 2 | 8% | 24,000 |
Discovery identifies the scope and maps rules to features. This allows design to build the bilingual system once. This system is then reused by different screens.
Development has absorbed approximately 50 percent of the budget. Integrations and QA accounted for approximately 15-20 percent of the budget. This was largely due to the test cycles needed for the staging environments for DLD and UAE Pass. At a blended rate of AED 120 per hour, four people working 40 hour weeks for 16 weeks would cost approximately AED 307,000. Each additional month of scope on that team would cost an additional AED 77,000.
Simultaneously, the regulatory onboarding processes are also moving along. Modifications to DLD business accounts and the UAE Pass staging assessment can take 4-10 weeks. Adding developers had no effect on the time taken to modify the accounts.
How Much Does It Cost to Develop an App Like Bayut or Property Finder?
Developing a similar app to Bayut or Property Finder costs around AED 1.1 million to 2.5 million. Listing portals that allow for narrower listings start around AED 450,000. Each of these portals has years of data and relationships with real estate agents. To match their launch-day features requires the development of at least six modules.
| Module | Scope | Cost (AED) |
|---|---|---|
| Buyer apps (iOS, Android, web) | Search, map, alerts, project pages | 200,000–400,000 |
| Agent portal and CRM | Listing tools, leads, subscriptions | 150,000–350,000 |
| Moderation and compliance | Trakheesi automation, QR, BRN and ORN | 100,000–250,000 |
| Data and AI | Price estimates, recommendations, market reports | 200,000–500,000 |
| New projects module | Developer launches, inventory, payment plans | 100,000–250,000 |
| Infrastructure, security, integrations | UAE hosting, DLD APIs, VAPT | 350,000–750,000 |
Property Finder raised about AED 1.93 billion from Permira and Blackstone in September 2022, at a valuation above AED 7.3 billion (The National). The Dubizzle Group, which owns Bayut, postponed its stock market listing in October 2022 (The National).
That level of capital funds supply and sales teams, and data. A new portal pays for the build once, and pays for agent acquisition monthly.
How Portals Earn Back the Build?
Portals sell listing credits, featured placements, agent subscriptions, qualified leads and launch campaigns. Dubai brokerages made AED 13.59 billion in commissions in 2025, from 96,440 broker-executed transactions (DLD).
Data products are another source of revenue. The Dubizzle Group’s acquisition of Property Monitor in April 2025 (Enterprise AM) indicates the value of transactional data analytics.
Niche portals for Off-plan, luxury and commercial sectors would require only a fraction of Bayut’s module list.
How Can You Cut Real Estate App Costs Without Compliance Risk?
Focus on building one persona first, leveraging Flutter for front-end development, then adding AI features afterward. For the MVP, retain the Trakheesi validation and PDPL controls. It is more cost-effective to develop a single persona first than to build a multi-role persona launch. Agents/buyers are built first, depending on which persona brings supply first.
Cross-platform frameworks erase the need for a second front-end team. Flutter helps most for developing UAE property apps, and has good support for Arabic layouts. AI integrations should be added in a later release.
Usage reduction is possible with design choices. Maps on listing cards can be static, geocoding can be cached, and WhatsApp replies can be done in a free-window to reduce monthly spending. DLD subscriptions can be delayed when listing volume increases. With 200-300 listings, permit numbers can be entered by agents, and checked by an admin, to hold until automation pays off. Fixing missing permit numbers before migration costs less than cleaning them in production.

Year 1 to Year 3 Cost Roadmap
| Year | Focus | Spend on an AED 400,000 build (AED) |
|---|---|---|
| Year 1 | Launch support, maintenance, 2 DLD APIs, hosting, maps, messaging | 160,000–250,000 |
| Year 2 | AI lead scoring, chatbot, scaling | 150,000–300,000 |
| Year 3 | Abu Dhabi module, Saudi expansion, valuation model | 200,000–400,000 |
The first year covers the costs of establishing the business. Year two covers the costs of the business growing, including the opening of app developers in Riyadh.
2026 Regulatory Changes Shaping Proptech App Development in UAE
Seven changes to the rules and platform since January 2025 mean that the UAE property app has to do the following.
| Date | Change | App impact |
|---|---|---|
| Jan 2025 | Smart Rental Index | Rent increase checks in tenant apps |
| May 2025 | Tokenization pilot on Prypco Mint | Fractional ownership modules |
| Aug 2025 | Madhmoun rules extended to ADGM | Separate Abu Dhabi permit fields |
| Oct 2025 | DLD Investor AI Assistant | Buyers expect AI answers |
| Feb 2026 | Tokenization phase two | Resale flows for tokens |
| Jun 2026 | Flexi Rent | Instalment rent collection |
| Sep 2026 | Initial Registration platform (Oqood 2.0) | New off-plan data model |
PDPL Executive Regulations are still pending, so consent and penalty rules may still evolve. In the meantime, the Dubai PropTech Hub aims to expand the local PropTech market, from AED 2.2 billion to more than AED 4.5 billion within the next five years. (Dubai Media Office)
How to Choose a Real Estate App Development Partner in the UAE?
Six questions can identify if a vendor has shipped UAE property apps before.
- Which DLD Gateway APIs have you integrated, and under whose licence?
- Have your developers passed a UAE Pass staging assessment?
- How does your app handle Trakheesi permits that expire on live listings?
- Where will owner data sit, and in which cloud region?
- Who will own the code and the DLD subscription after handover?
- What does the maintenance retainer cover in case a rule change is made by RERA?
The above should be addressed in the proposal, with prices, by your team.

FAQS
How much does it cost to build an app like Bayut in the UAE?
To build a similar portal to Bayut, we estimate it would cost AED 1.1 million to 2.5 million. This price would include apps for buyers and agents as well as an agent CRM with map search and AI pricing, and checks for Trakheesi. A simpler listing portal would cost approximately AED 450,000. Developing the software is the easiest part. Supplying the valid agent inventory is more expensive.
Does a property app need RERA approval in Dubai?
RERA licenses brokers and brokerage offices and the DLD issues a Trakheesi permit for each property ad. Your app should display these licenses for every listing published through the app. Direct access to the API has its own gate. Gateway subscribers need a Dubai trade license with IT activities, and some services require Accredited Software Vendor status.
Is the DLD API fee mandatory for a real estate app?
There is no law that compels real estate apps to go through the DLD API Gateway. Brokers and agents can still add a permit and QR code to listings, if they wish. Manual entry can break down if a brokerage has thousands of listings. Each Gateway API costs AED 30,000 a year with 5% VAT and a year of support included.
How long does it take to build a real estate app in Dubai?
10-14 weeks for an MVP. Expect 4-6 months for builds with agent apps, a CRM and two integrations with the government. Enterprise builds for portals take 7-12 months. Simultaneous work on government integrations often set the launch date. UAE Pass has a staging assessment and DLD access is tied to licence checks.
What is the yearly maintenance cost of a real estate app in the UAE?
You can expect to spend 15%-20% of the original build cost each year on maintenance. So, for a 400K AED app, you’d spend between 60-80K AED each year. DLD API renewals are separate and cost 31,500 AED each. Other costs include hosting, map calls, and WhatsApp templates.
Can one real estate app serve both Dubai and Abu Dhabi listings?
Yes, but you’ll need a separate rules engine for both emirates. RERA outlines rules for Dubai listings, which include a Trakheesi permit and a Madhmoun QR code. For Abu Dhabi listings, you’ll need a DARI permit that is checked on ADREC’s Madhmoun, and there is a three broker cap per unit. Budget 40-90K AED for this module.
